The focus of this project was to support the newly established
Chamber of Accounts (COA): to advise the COA on an appropriate
legislative framework and to develop an appropriate professional
and institutional capacity to support public sector financial
management.
Specific tasks included reviewing audit practices and procedures
of COA operations; preparing a draft Audit Bill; preparing a
corporate plan; preparing comprehensive audit manuals; training
staff; procuring computer equipment and computerising strategic
audit planning processes, and administering a program of study
tours.
