Here are the recent announcements by the Immigration, Refugees and Citizenship Canada (IRCC) regarding changes to Canada’s International Student Program:

  1. Study Permit Cap: IRCC plans to issue 437,000 visas in 2025, which reflects a 10% reduction compared to the 2024 targets.

  2. Master’s and PhD Program Changes: A Prior Approval Letter (PAL) is now required for master’s and doctoral programs. Additionally, 12% of permits will be reserved specifically for these students.

  3. Post-Graduation Work Permit (PGWP): Graduates from public colleges who complete programs linked to occupations facing long-term labour shortages will remain eligible for a PGWP of up to three years.

  4. Language Requirements for PGWP: Starting November 1st, 2024, applicants must demonstrate a minimum language proficiency. University graduates need to meet Canadian Language Benchmarks (CLB) Level 7, while college graduates must meet CLB Level 5.

  5. Spouse Work Permit: Spouses of master’s students enrolled in essential programs of 16 months or longer are now eligible for a work permit.
