In 2024, a new requirement was introduced by the IRCC as part of its changes to the International Student Program. It stipulated that to be eligible for a post-graduation work permit, international students in non-degree programs (programs other than bachelor’s, master’s, or doctoral degrees) would have to complete a program in an eligible field of study linked to jobs in long-term shortages, such as those prioritized under Express Entry.

In June 2025, the list of eligible fields of study was updated to reflect the 2025 Express Entry priorities, and these changes were made: 

  • 119 new fields of study were added in key sectors like health care and social services, education, and trades. 

  • 178 fields of study that were no longer linked to occupations in long-term labour shortages were removed. 

As a result, there are now 920 fields of study eligible for a PGWP in Canada, as of August 2025. The list will be updated in early 2026.

What Is a PGWP and Why Does Program Eligibility Matter?

A post-graduation work permit (PGWP) allows students who have graduated from eligible schools to gain valuable work experience, which can be beneficial for future permanent residence applications in Canada. 

Canada routinely updates its list of PGWP-eligible study fields. International students need to be aware of PGWP requirements, as well as the current list of courses eligible for PGWP. Program eligibility matters because the Canadian government wants to ensure that graduates gain work experience in sectors with labour shortages. Education needs to align with national economic needs, while potentially facilitating permanent residency for qualified students. This is why the field of study requirement is determined by matching a program's Classification of Instructional Program (CIP) code to relevant National Occupation Classification (NOC) codes. 

Eligible courses for PGWP in Canada are determined not just by whether skills are in demand in the Canadian economy, but by focusing on sectors of strategic importance, to attract skilled workers in critical industries.

What Does PGWP Allow You to Do?

A Post-Graduation Work Permit (PGWP) allows you to work for any Canadian employer in any occupation for a specific period unless your permit has specific restrictions. It can help you gain valuable work experience and potentially support your application for permanent residency. As it is an open work permit that isn't tied to a specific job, it allows you to work for any employer or company in Canada or change employers at any time. 

Why Program Choice Is Critical for Eligibility

Program choice is critical for PGWP eligibility because new rules restrict eligibility to specific fields of study that align with Canada's labour market needs. Choosing the right program allows students to ensure that when they graduate, their degree is aligned with national economic needs, and their skills will be in demand. The right program can help meet long-term labour shortages or critical industries. 

Among other key reasons that program choice is critical for PGWP eligibility, is that the IRCC regularly updates lists based on labour market needs, and a student's program must align with the list in effect at the time of a study permit application. This also has an impact on career paths, because selecting the right program ensures that any post-graduation plans to work in Canada are supported by the IRCC's eligibility criteria. 

How IRCC Determines PGWP Validity

The IRCC does not give every international student a PGWP simply because they have graduated. Applications may be refused for failure to meet eligibility criteria, which is why students are always urged to seek expert advice before choosing a program. Graduates of eligible programs at recognized Designated Learning Institutions (DLIs) can apply for a PGWP, granting them the flexibility to work for any employer across Canada without needing a job offer before applying.

IRCC List of PGWP-Eligible Study Fields (2025)

Here are the PGWP-eligible study fields for 2025, based on latest updates from the IRCC:  

  • Agriculture and Agri-food: Agriculture refers to the practice of cultivating land, raising crops, and livestock, while 'agri-food' involves the entire supply chain from primary production to consumption, including post-harvest activities, processing, distribution, and marketing of all farm, food, and agri-based products. 

  • Education: This field of study refers to the broader domain of education from learning and teaching to the educational system, curriculum design, pedagogy, educational leadership, or research. 

  • Health care and Social Services: This encompasses programs that prepare individuals to assist people with physical, mental, or social challenges by providing direct support, counselling, and resources. 

  • Science, Technology, Engineering and Mathematics (STEM): This term describes distinct yet interconnected academic and professional fields, often in the context of education policy and workforce development.   

  • Trade: This refers to a specific skilled occupation or manual trade requiring specialized knowledge and hands-on training, preparing individuals for careers in areas like construction, auto mechanics, or electrical work, among others. 

  • Transport: This covers the analysis, planning, design, operation, and management of how people and goods move within various systems, including public transit, logistics, and infrastructure. 

The Role of CIP Codes in PGWP

CIP (Classification of Instructional Programs) codes are 6-digit numbers introduced by the Canadian government to classify post-secondary education programs according to the field of study. They determine PGWP eligibility by classifying study programs into categories. Only specific codes linked to labour shortage occupations are eligible for a PGWP. Non-Eligible PGWP Programs (CIP Code Not Aligned)

When it comes to a list of PGWP-eligible study fields for international students, you will notice that some courses are not eligible for PGWP in Canada because they do not meet the current IRCC requirements. In these instances, a non-eligible PGWP program is indicated by a non-aligned CIP Code, as that field of study is no longer linked to Canada's long-term labour shortage occupations. 

Always check your program's CIP code against the official list on the IRCC website to verify eligibility. Also, remember that if your CIP code is not on the list of currently eligible codes when you apply for a PGWP, it may still be eligible based on when you submitted your study permit application. 

Why Some Programs Are Not Eligible

The IRCC updated eligible CIP codes on July 4, 2025, explaining that eligible fields of study are linked to certain jobs in long-term shortage in Canada and can change based on the needs of the Canadian labour market.

PGWP Eligibility Requirements for International Students

Concept of eligibility

As an international student in Canada, you may be eligible for a Post-Graduation Work Permit if you meet the following criteria:  

  • you have completed an eligible program at a Designated Learning Institution (DLI) that was at least 8 months long  

  • your program led to a degree, diploma, or certificate  

  • you maintained full-time student status in Canada during each academic session of your study program, with exceptions for the final semester (studying part-time or taking approved leave)  

  • you have a study permit that has been valid within the last 180 days  

  • you applied to extend your study permit in Canada before your study permit expired and no decision has been made on your application.

Who Qualifies for a PGWP

You are eligible for a post-graduation work permit (PGWP) if you meet all eligibility requirements:  

  • general eligibility 

  • eligibility requirements based on study program (graduates with a bachelor’s degree, master’s degree, or doctoral degree; graduates of any other university program; graduates from any other college, polytechnic, or non-university program; graduates from a flight school) 

  • Eligibility requirements based on physical location (inside Canada graduates; outside Canada graduates) 

  • Field of study requirements (if applicable)

Who Does Not Qualify for a PGWP

International students do not qualify for a Post-Graduation Work Permit (PGWP) if: 

  • they have already received one 

  • they have completed a program shorter than 8 months 

  • they have studied in an ineligible field,  

  • they finished a majority of studies online 

  • they studied English or French as a second language 

  • their program wasn't at a Designated Learning Institution (DLI).

Here's a checklist to see if you are eligible for a PGWP as an international student in Canada based on 2025 updates:  

  • have you completed a program of study at a PGWP-eligible designated learning institution that was at least 8 months long (or 900 hours for Quebec programs)? 

  • have you maintained full-time status as a student in Canada during each semester of your study program? 

  • have you applied for your PGWP within 180 days of confirmation that you completed your program of study? 

  • was your study permit valid at some point during the 180 days after you graduated and before you submitted your PGWP application? 

  • does your study program have a field of study requirement? 

  • did you check to see if your field of study is eligible for a PGWP? 

Common Mistakes That Lead to Ineligibility

When it comes to PGWP eligibility requirements in Canada, here are some key mistakes you can easily avoid:  

  • Make sure your application is complete, because failure to provide all required documents or not filling out your application form completely and accurately can lead to delays or rejection. 

  • Avoid errors when it comes to personal information such as your name, date of birth, or passport number. 

  • Address any gaps or interruptions in your studies and explain why they have been caused. For example, they could because of part-time semesters, leaves of absence, or transfers to schools or programs.

  • Get your timing right and ensure that your study permit does not expire before you apply for a PGWP. Also, ensure that you apply within 180 days of receiving confirmation from your educational institution that you have completed all requirements of your program. 

  • Provide all necessary documents, such as proof of program completion, or required medical exam proof. Also, make sure you always respond to any IRCC request for additional information or documentation. 

  • Don't apply on an expired permit. Remember that you only have 90 days to restore your status from the date of status expiry.

How to Check if Your Program Is PGWP-Eligible

You can check the PGWP eligibility of your program using the IRCC's list of currently eligible CIP codes based on field of study. Enter the CIP code for your program in the search box to find out if it's eligible. You can then confirm the program’s eligibility with your institution.

Rules for Private Institutions Offering Eligible Programs

Any institution offering PGWP-eligible programs in Canada must be listed as a Designated Learning Institution (DLI). These programs must meet specific criteria, including being of a minimum 8-month duration and leading to a degree, diploma, or certificate. 

It is important to note on January 22, 2024, the IRCC confirmed that international graduates of college programs delivered through a public-private curriculum licensing arrangement would no longer be eligible for a post-graduation work permit. This change in criteria does not prevent a graduate of one of these programs from applying for a different type of work permit upon graduation.

To find out if your educational institution is on the IRCC list of designated learning institutions by province/territory, check the page that offers a list of colleges eligible for PGWP and follow these steps:  

  • Choose the province or territory your school is in. 

  • Type in your school’s name, city, etc. 

  • Find the DLI number and write it under the section ‘Details of intended study in Canada’ on your study permit application.
