Malaysian Student Visa Requirements, Rules & Application Process

A Malaysian student visa application requires some specific eligibility requirements to be met. Some of the common criteria that Indian students applying for higher studies in Malaysia must meet include:

• Admission offer: This is the most important eligibility criterion. Indian students must have an official and unconditional letter of admission/acceptance from a recognised study institution in Malaysia. The university/institution must also be registered with the Ministry of Education in Malaysia. 

• Nation-specific criteria: Once students from India have received the Visa Approval Letter (VAL), they must also apply for a Single Entry Visa (SEV) at a Malaysian embassy before travelling to Malaysia for the study program. Students from certain nationalities may be required to apply for a Single Entry Visa (SEV) after receiving the Visa Approval Letter (VAL), depending on embassy requirements.  

• Academic requirements: To apply for a student visa to Malaysia, students must provide the required academic scores (as per the level of study/program applied for). Applications for undergraduate programs typically require completion of a 10+2. In contrast, applications for PG programs require a Bachelor’s degree, and applications for PhD programs require a Master’s degree with the required academic score. 

• Passport validity: This is among the most crucial Malaysian student visa requirements. Before applying for the visa, make sure that your passport has at least 18 months of validity from the intended date of entry into Malaysia.

Before entering the country, it’s a good idea to be well aware of certain specific student visa rules for Malaysia. It is highly recommended that all Indian students know of these rules before initiating the visa application process to avoid any complications later on:

• EMGS sponsorship: Education Malaysia Global Services (EMGS) is the fully owned subsidiary of the Ministry of Higher Education that serves as the official gateway for international students aspiring to pursue higher education in Malaysia. All students must thus receive an online VAL via the EMSG website as a prerequisite to entering Malaysia.

• Work permits: This is another critical rule to note when applying for a Malaysian student visa. The Malaysian government permits international students to work only part-time (up to 20 hours per week) during their studies to support their educational and living expenses in the country.

• Attendance: Malaysian Student Pass is subject to renewal only if the student has consistently maintained 80% attendance at the university/institution where they are studying.

• Visa validity: The typical validity of a Malaysian Student Visa is one year for international students. Renewal is recommended at least 2-3 months before the visa's expiry date. Note that overstaying in the country beyond the expiry of the student visa is a criminal offence.

As part of the study visa application process, all Indian and international students must submit a complete set of required documents to the immigration office. Listed below is the exact list of documents that you must gather and keep ready for submission as part of the Malaysian study visa requirements:

• Original and valid passport

• An admission offer from a recognised university/study institution in Malaysia accepting your enrollment for the specified study program

• Recent passport-sized photographs

• Proof of sufficient finances

• Complete medical test report

While the core documents listed above are mandatory submissions in the Malaysian student visa process, the immigration authorities may also ask for others as part of the application.

• Official academic transcripts with proof of the required academic score

• A health declaration form filled out by a registered doctor or medical health practitioner confirming that the student is in good health condition at the time of travel

• Proof of English language proficiency with the desired score, as required, in IELTS

• Duly filled and signed application form

• VAL obtained from EMGS

• Any other institution-specific requirements, as defined

• Receipt of admission offer: This is the very first step in the visa application process for Malaysia. You are eligible to apply for the visa only after you have received your offer letter from a recognised Malaysian university or study institution to enroll in a specific course.

• Submit the visa application: Your next step is to submit it via the official EMGS portal. The university or institution will initiate the application via the EMGS portal on the student’s behalf. You would be required to submit copies of your valid passport, photographs, academic transcripts, and other key and supporting documents.

• Procure the VAL: This is yet another crucial step in the Malaysian student visa process. Your university will obtain the VAL after it is processed and approved by the Malaysian immigration department. VAL is a provisional student pass that permits you to enter Malaysia. This step typically takes 4–8 weeks depending on processing and documentation.

• Apply for SEV: As stated earlier, Indian students must also apply for an SEV after receiving a VAL. The latter can be used to apply for the SEV at a Malaysian Embassy or Consulate near you (in India).

• Take a medical exam: This is typically mandatory before you travel at an EMGS-approved clinic.

Once you travel to Malaysia and arrive in the country for your study program, there are a couple of steps before you’re through:

• Upon arriving in Malaysia, you would ideally need to undergo another medical screening, which is typically mandatory within a week of arrival. The medical exam must be undertaken at an EMGS-registered clinic.

• Next is the Student Pass Authorization, for which you will need to submit your passport to your university/study institution. Your university would then coordinate with the Malaysian Immigration Department to endorse your Student Pass or study visa.

• Once the Student Pass is endorsed, you need to gather your i-Kad, which is the International Student Identity Card and serves as your legal ID during your study period in Malaysia.

The average validity of a Malaysian student visa is 1 year. Overstaying in the country, i.e., remaining after the visa has expired, is a criminal offense. Also note that the approximate Malaysian student visa fee is estimated at RM 1,000 per application. The figures are indicative only and may change at the discretion of the authorities.

However, the Student Pass may be renewed annually. It is recommended to apply for a visa renewal at least 6-8 weeks before the visa's expiry date with EMGS. This generally considers the average processing time for immigration on your renewal application.

The Malaysian study visa renewal process is generally taken care of by your university and EMGS and requires submission of the following documents:

• A valid passport

• Progress reports during the course of the study program (at least 80% attendance and a strong GPA of at least 2.0 on a 4.0 scale are required)

• Health checkup report

• New medical insurance

In some special cases, an extension of the Malaysian student visa is also possible. The following are some situations wherein this may be a possibility:

• Program delay: If a student requires additional time to complete a specific degree program in Malaysia, either because their academic performance isn’t satisfactory and they need to retake a semester, or because there is a delay in research, they can apply for a visa extension to align with the new course completion timeline.

• Limited initial visa validity: Since a Malaysian Student Pass is typically issued for just one academic year, it is required to apply for an extension every year of the specified course duration - as you move from one AY to the next.
