Explaining the "Annual Cap"

Australia is raising its annual cap on international student visas to 295,000 in 2026, while aggressively shifting focus toward Southeast Asian applicants as part of a broader geopolitical and economic strategy. This is a 9% increase from the 2025 set limit of 270,000.

The move comes after a clampdown last year, when soaring migration (partly fueled by nearly 600,000 student visas in 2023) worsened Australia’s housing crisis. The government responded with stricter rules, such as:

  • Higher student visa fees - Currently, student visa fees cost about AU$2,000, one of the highest in the world.

  • Closing loopholes - Many visa holders previously took advantage of visa loopholes to lengthen their stay. Such is no longer possible today.

  • Housing availability requirements - Universities now need to prove housing availability for new enrollments.

This move worked in curbing the number of migrations, which allowed the government to take in more international students for 2026.

Southeast Asian Students Get Top Priority

Students from China and India currently dominate enrollments in Australian universities, but the government is now aggressively shifting its focus toward Southeast Asia, a fast-growing region of nearly 700 million people. This strategy aims to reduce reliance on traditional markets while tapping into Southeast Asia’s rising middle class.

As part of the push, Australia will reward universities that recruit more students from ASEAN nations with higher visa allocations, weaving education into its broader soft-power ambitions.

Officials openly frame the move as a long-term diplomatic investment. “There is diplomacy in education, with Australia having educated over half a million students in Southeast Asia in the last two decades alone, " said Assistant Minister for International Education Julian Hill, also encouraging students to also check out Australia's education providers in the regions.
