Be a Vietnamese citizen, residing in Vietnam when applying
Not an Australian/New Zealand citizen and not a permanent resident or applying for a visa to settle in Australia

Have no criminal record, criminal record, or are under criminal investigation (including conduct involving children or sex). Have a full-time university degree and at least 24 months of full-time work experience in Vietnam as of 30/04/2024 (only 12 months for disadvantaged candidates).
Commit to return to Vietnam to work for at least 2 years after completing the study program.
